Staff Pass issued to Mr. David M. Dow, Clerk of the Commissioners Staff at the Melbourne Centennial International Exhibition (MCIE); which opened at the Exhibition Building on 1 August 1888 and closed on 31 January 1889. The MCIE required a substantial amount of administrative work to run smoothly with clerks assisting with everything from entry to the exhibition to the exhibition juries.

David Dow was the son of the Minister of Lands & Agriculture, the Honourable John L. Dow. He studied at Dookie Agricultural College and then worked briefly with the Department of Agriculture. He then worked as a journalist for many years, first in Australia and then in the United States, before moving back into public service. Serving as a Commonwealth Publicity Officer for the Prime Minister's department (1920-1924), Official Secretary for Australia in the United States (1927-1931), and then as acting Commissioner General until March 1938.
